Milena Fiore
Executive Director
Milena Fiore, Executive Director of ReScape, leverages her background in business development consulting and healthcare executive roles to drive ReScape's strategic direction. Milena worked as a public health nurse in clinics serving under-accessed communities in Colorado, New Mexico and Hawaii; and in a community health clinic in the Navajo Nation. Her extensive experience, spanning the private, public, and non-profit sectors in the United States, Asia, and Europe, uniquely positions her to lead ReScape's growth and expansion. Milena is guiding ReScape's impactful environmental interventions, not only focused on protection and preservation but actively revitalizing our precious, diverse ecosystems through nature-based, regenerative practices. Under her leadership ReScape is directly addressing the climate crisis.
Haley McEwan
Programs & Finance Director
Haley McEwan, Programs & Finance Director, has a wealth of experience in non-profit operations, and financial compliance and management. Her extensive journeys through Central America, along with teaching English and providing operational support to indigenous businesses in Jalisco and Nayarit, Mexico have allowed her to witness the power of community-driven initiatives and the impact they can have on local development. Haley believes in the transformative power of every individual to create a lasting impact on the world. Growing up amidst the breathtaking landscapes of Utah and Sweden, Haley knows the profound impact of nature to bring tranquility, health and valuable insights in our fast-paced, technology-driven world. Haley provides the financial operational infrastructure to sustain ReScape’s programs, and allocate resources towards initiatives that fuel ReScape’s mission. Haley holds an MBA from Rutgers Business School.
Ryne De Ocampo
Training & Community Coordinator
Ryne De Ocampo, Training & Community Coordinator, organizes all aspects of education and community development. Ryne has a background in water treatment and brings a wide range of expertise in customer and relationship cultivation to his position. His skill in solution and strategic collective action drives ReScape’s work in bringing diverse communities together- those in landscaping and beyond- to address the climate emergency. Ryne’s genuine enthusiasm for the natural world translates into a continuous learning journey that he willingly shares with others. His academic journey, initially sparked by a love for music, seamlessly transitioned into a profound commitment to environmental studies. Armed with a bachelor's degree from San Francisco State University, Ryne majored in the Department of Geography & Human Environmental Studies, specializing in Urban Environment and Land Use Planning.
Angela Ortiz
Data Coordinator
Angela Ortiz, Data Coordinator, maintains ReScape's professional and relationship database system. She is a graduate of the University of California, Berkeley, with a Bachelor of Arts in Social Welfare and a minor in Public Policy. Angela not only excelled academically but also played a pivotal role in the operational development and office management of the UC Berkeley Chicanx Latinx Alumni Association. She is a fervent champion for empowering and educating the next generation of leaders within the Chicanx Latinx community. Angela’s experience equips her with organizational and managerial acumen, skills that she seamlessly applies to maintain ReScape's database infrastructure.
Kai Roath
Intern
Kai Roath, ReScape Intern, as the son of a soil scientist for the US Forest Service, grew up in the redwoods of Northern California learning the importance of nature and humankind's relationship with it. With a deep love for both the environment and historical preservation, Kai guides numerous yearly community volunteer events to support underfunded State Parks and California historical sites. Kai has worked for travel adventure companies as well as social justice and historical nonprofits. His passion for producing documentaries and researching folklore has led him to everything from being an expedition leader in the remote Himalayas to organizing a professional dig for a legendary pirate treasure in the Outer Banks of North Carolina. On weekends Kai enjoys taking his two daughters on nature hikes.

Oscar Lucario, President
Landscape Designer & Land Manager
Oscar Lucario is a landscape designer and land manager with over 25 years of experience in sustainable, organic practices in Marin and Sonoma Counties. He has managed home gardens, food production farms, and land preserves, including the California School of Herbal Studies in Forestville and a 5-acre community garden at the Federated Indians of Graton Rancheria. His work focuses on creating chemical-free habitats for native, medicinal, and edible plants, bees, and beneficial insects to enhance climate resilience. Oscar currently works for the City of Sausalito's Parks & Recreation Department, where he is developing organic landscaping guidelines. He holds a BS in Environmental Studies, certificates in land management and sustainable landscape design from Sonoma State University, a permaculture design certification from Occidental Arts and Ecology Center. He is a ReScape Qualified Professional (RQP). Oscar integrates Indigenous land stewardship knowledge from his native Mexico into his practices.
Martha Davis
Consultant, Activist
Now retired, Martha Davis was Assistant General Manager for Policy Development at the Inland Empire Utilities Agency (IEUA), a municipal water district in San Bernardino County. She led many of the Agency’s award-winning green initiatives promoting water efficiency, renewable energy, stormwater capture, recycled water, and climate resiliency. Martha was Executive Director for the Mono Lake Committee (1984-1996). Under her leadership, the Mono Lake campaign culminated in a unanimous landmark public trust decision to protect Mono Lake; she received an honorary PhD in Public Policy from the Kennedy College in Oakland, California for her work to save Mono Lake. She serves on the boards of the Mono Lake Committee, the Community Water Center, the Sierra Fund, and the Rose Foundation California Grassroots Fund. Martha is a graduate of Stanford University (Human Biology) and the Yale School of Forestry and Environmental Studies (Master of Forest Science).
Sarah Gronquist, Secretary
Landscape Architect, California Sustainable Design
Sarah Gronquist is particularly interested in places where people live, whether the site is a private residential garden exquisitely tailored to the owners, or a multi-unit housing development that creates space for an entire community to grow. Recently Sarah has been passing her experience on to the next generation of landscape architects through intensive review courses for LARE candidates preparing for the licensure exam. A strong sense of personal responsibility, plus a pragmatic, solutions-oriented approach to project management are hallmarks of Sarah’s professional style.
Jeff Becerra
Owner/Operator, Arbolex Landscape
Jeff Becerra is the owner/operator of Arbolex Landscape, an independent practice focused primarily on tree heath, aesthetic pruning, and fruit tree production. Jeff’s work has reflected his lifelong passion of exploring and protecting California’s natural resources. Before transitioning to field-based work, Jeff led community outreach, media, and legislative efforts for sustainability-focused agencies such as StopWaste and the East Bay Municipal Utility District (EBMUD).
Mindy Craig
Principal, Blue Point Planning
Mindy Craig is the owner of BluePoint Planning and offers over 25 years of experience providing policy and strategic planning, facilitation, outreach, and communications and feasibility consulting services to government and nonprofit organizations throughout California and the US. Mindy has applied a focus on sustainability and resiliency to her professional work with park and recreation planning and energy policy. She is dedicated to working on projects that she cares about and that she believes will result in a better community and environment. She is a frequent speaker at conferences across the country. Mindy served as past ReScape Board President and is founder of the RAPID Climate Accelerator.
Jackie Gachina
President, Owner – Gachina Landscape Management
Jackie Gachina is the President and co-founder of Gachina Landscape Management, established with her late husband, John. Under her leadership, Gachina Landscape has earned certifications from the Women’s Business Enterprise (WBE) Pacific Region and the Western Regional Minority Supplier Development Council (WRMSDC). Recognized by the San Francisco Business Times as one of the top 25 woman- and minority-owned companies for four consecutive years, Jackie honors John’s legacy by leading in sustainability, water resource management, and farm-to-table gardens. Jackie champions continuous improvement, known as Kaizen, fostering an environment where diversity thrives. Committed to community outreach, Jackie supports multiple programs through volunteer efforts, landscape materials, and cash donations. She is a Board Member at JobTrain. Her teams at Gachina are committed to regenerative landscape practices by requiring their teams to become qualified in ReScape's 8 Principles.
Brian Rowley
Office Chief, Caltrans
Brian Rowley is a seasoned senior civil engineer with over 20 years of experience in public sector projects and 12 years dedicated to green infrastructure in the San Francisco Bay Area. As Office Chief in the Office of Water Quality in the Division of Environmental Planning & Engineering at the California Department of Transportation (Caltrans), Brian plays a crucial role in advancing sustainable practices in stormwater management and watershed protection. His work emphasizes the integration of green infrastructure into the built environment, transforming traditional landscape design and maintenance into models of sustainability. Brian’s expertise ensures that infrastructure projects not only meet regulatory standards but also enhance ecological resilience, contributing to a healthier environment and more sustainable communities. His leadership in this field is driving innovative solutions that address both current environmental challenges and future sustainability goals.
Eric Santos
Epic Irrigation Services and Management, Inc
Eric Santos currently provides irrigation training, consultative sales, and technical troubleshooting for Epic Irrigation Services and Management, Inc. based in Livermore, CA. Eric holds a degree in Agricultural Engineering from Cal Poly, San Luis Obispo and has 30 years of experience focusing on outdoor water use efficiency and outdoor water conservation in the CII sector. He is a Horticultural Department Instructor at Las Positas Community College and holds multiple industry certifications. Eric has served on the Irrigation Association’s (IA) Board of Directors, the Irrigation Foundation’s Board of Trustees focused on education and training, and on the California Landscape Contractors Association’s (CLCA) Board of Directors.
Ryan Stroupe
Senior Research Civil Engineer, U.S. Army Corps of Engineers
Ryan Stroupe is a Senior Research Civil Engineer at the U.S. Army Corps of Engineers’ Construction Engineering Research Laboratory where he develops building commissioning trainings. For 27 years, Ryan led the Building Performance Program at the PG&E Energy Center, teaching classes and consulting on energy audits, commissioning, and measurement tools. He has developed and taught over 30 courses on building measurement and energy-efficient design, including a year-long series on commissioning existing buildings. Ryan serves as President of the California Chapter of the Building Commissioning Association and regularly presents at national conferences, public agencies and universities. He holds a Bachelor's in Environmental Design from Miami University (Ohio), and a Master's in Architecture from UC Berkeley. Ryan is a LEED-accredited professional and an Association of Energy Engineers’ Certified Energy Auditor.
